RGB, SCART, PAL TV in N. America?

Hello I have a device (made in France) that has a scart TV output. I live in the USA. I have attempted to use a multisystem TV with a SCART connector on one end and the USA video input on the TV and it does not work. I've been told by others (mostly in Europe) that I need a TV with a SCART/RGB imput and it isn't enough to merely have PAL capacity. How can I get my device's video output up on something that I can read? I've had sellers (on eBay) refuse to send a TV to the USA because of the strong possilbilty of breakage. (Sound is not important)

Update:

I should have mentioned that while the device was made in France, it was meant for a UK market. All others who successfully use it use PAL format.

    Well Scart on a FRENCH device will output SECAM signal and USA uses NTSC....does your Multisystem TV do SECAM or only PAL?

    You NEED SECAM...PAL can't convert SECAM at all.....

    You may be forced to buy a SECAM-based multisystem.

    Can't help you on that in the USA....

    Try googling for Secam multi.

    Why do extremely some human beings continually ask the comparable question on Yahoo solutions? besides, the NTSC ability that the show decision and, the frequency are thoroughly distinctive. attempt getting your self an HD television and then, it will artwork.
