A Japanese (girl) friend of mine married to a muslim man from Kashmir, adopted a boy(now 12 years of age) who is actually the biological son of my friend's husband's brother. Now she wants to move to Japan with this adopted son of hers. Her husband works in Japan and she lives in Kashmir with her adopted son and his husband's family. She can't create a passport for her adopted child in Kashmir now. Can she do that if she shifts somewhere else out of Kashmir temporarily? Please suggest what she has to do if someone here has got any idea regarding this problem. What will be procedure if she moves out of Kashmir in order to make a passport for this child and admits him to a new school to the new place she wants to move in?

Mr.Vijay M, Thanks a lot for your precious suggestions and advice. That lawyer already paid him Rs.10,000 yesterday before I asked you. But owing to the crunch of time, he can not ask for the money back as his fiancee's visa expires on June 1st. 2009. And the lawyer said that their marriage would take place on 24th May and that very day they would get the certificate. 4 AnswersMarriage & Divorce1 decade agoWhat should I do if the employer denies to provide an NOC for a new passport ?
My cousin brother is a central government employee(Railways) in Calcutta. Of late, he decided to make a passport of his own without any intention. As any point of time anybody can need a passport or it be can taken as an identity proof too. Can the office deny to issue an NOC without assigning any reason ? Or, even if the office denies to do issue the same because he is trying to prepare a passport without any reason or intention ? Actually he got such a verbal hint from the office. Please guide to get out of such an embarrassing situation which stresses out a person in this country. This very example is one out of many such events those force us to feel the inherent feudal system in the guise of democracy!!
