If you answer yes, where should the new border be?
My answer ... YES! The border should commence at the point where the Northwest border of Sullivan County meets the Pennsylvania border following the northern border of Ulster and Dutchess County, terminating at the point defined by the junction of the Northeast border of Dutchess County, NY and the State of Connecticut.
This change would transform the most dysfunctional State government in the United States into two more functional State governments. The downstate region would retain the name New York ... the Upstate region would assume the name "New Amsterdam" (the colonial name for this region of the country).

The logical division point would be the Northern border of the NYC watershed (Just East of Broome County, South of Albany).
The area South and East of that point could keep the name New York for their state, The area of the current state of NY North and West of that line would form the "new" state (working name "New Netherlands").
Two very functional states from the most dysfunctional state in the Union! Better representation for the population of both states. Two very different state governments where one exists today.
The groundwork is already there, right in the US Constitution! Article 4 section 3 provides the legal authority to create a new state within the borders of a current state, with the consent of both the legislature of the states involved and the US Congress.
One thing I think both the Upstate residents and the Downstate residents could agree on.

Here is my proposed platform for this party:
Favors "shall issue" pistol permit laws, all states must recognize any state permit as valid.
Favors concealed carry of firearms at the discretion of the permit holder.
Is "Pro Choice" on abortion. (medical decisions made by DOCTORS, not POLITICIANS)
Same sex marriage subject to same rules as traditional marriage. (It's a contract, not a religious rite today)
Willing to reign in government agencies and allow families and individuals to decide what to watch, what to listen to, and what to see. (Of course this means that individuals would have take it upon themselves to avoid material they find objectionable).
Will reform the civil court system, The people that directly contributed to the loss with actions that a reasonable person would believe contributed directly to the loss should be held accountable. All others, no matter how good their insurance or how deep their pockets should not.
American citizens and legal residents FIRST, all others SECOND! In all things!
Actually defends the Constitution in all ways.
Committed to securing our borders against all invaders.
Committed to revising immigration laws to make it easier to enter the country legally.
Committed to making it possible to "bring in" workers from out of the country to fill jobs that Americans do not apply for (subject to background checks and confirmation of good health).
When deciding on legislation is committed to ask Would this law be Constitutional? Is this law necessary?
Basically ... "Tea Party" to the extreme. Not only "get the government out of MY daily life" but "Get the government out of EVERY BODY'S daily life!

Couldn't you get the same "adrenalin rush" from a legal race on a track? Instead of paying tickets, if you were good enough to win, you could cash winner's checks.

It would seem to be a better representation of the will of the people of the state if the electoral college votes for President were cast according to the popular vote in each Assembly District, with the two votes alloted for Senate representation going to the winner of the popular vote in the State.
According to my understanding, the number of Electoral College votes a State gets is determined by adding the number of Senators from the State (always 2) to the number of members of the House of Representatives from the State (depends on population).
